Eating about 3,500-4,000 calories a day and seeing no gain? Metabolism too fast?

Weighing at 140lbs. I have gained 4lbs since two months ago. I eat whenever I can and snack on whatever I can. I'm lactose intolerant af and have allergies to nuts.

I gym about 3-5 days a week for at least 1-1.5hours. Is my training volume too high? I'm 5'11, age 21. I've been struggling for a very long time with gaining weight and haven't seen progressive results. Any advice? Thanks
