Want to gain some weight before working out

I'm a 5'4 female and started off at 38kg, now 40kg. I'm still pretty weak and tired all the time so I think I need to gain some more weight before working out, but I am concerned that the fat I gain will distribute weirdly i.e. all go to my stomach. Is there any way to prevent this such as avoiding certain foods? Or is it something I'll just have to accept until I have the energy to start toning?
